But does he really? This is why I think he doesn't. -Dabura does not sense normally. As seen, we know Dabura can sense the presence of Kaioshin and Kibito being a Makaioshin. He also claims that the three Base Saiyans are worth keeping around, when Piccolo, Kibito, and Krillin are not. This in no way is telling us that the Base Saiyans > Piccolo. Dabura seems to have his own sensing method, allowing him to sense the dormant power of those around him. How do we know he can sense dormant powers? Because he knew about Vegeta's powers. By watching Vegeta kill Pui Pui in base, Dabura was able to gather that he was very strong. Having witnessed SSJ 2 burst Goku murder Yakon, he was still confident in Vegeta's abilities. Dabura was sure that if Babidi took Vegeta under their wing, then he wouldn't even need to fight anymore. His plan was for Vegeta to do the work for him. Was he right in saying that Vegeta could do the work? Hell yes he was. Saying that Dabura knew Vegeta had SSJ/2 is complete conjecture, which is something I don't tolerate. Dabura saw Base Vegeta, yet still assumed that he could defeat Goku and the others. Potential sensing much? You be the judge.

I can’t sense their presence! Those brats can even control their presence down to 0!” The quote above proves that the Zet-Senshi effectively can reduce their power levels and completely hide it. Cell did the same thing when running from Piccolo and Tenshinhan. Kaioshin specifically asks them to not let their aura be found, so it shouldn't be a problem fully hiding it. Also, as far as I remember, from the time the Zet-Senshi fully mastered ki-control, Dabra finding them while they were hiding was a first occurence.

So when pondering how they knew anything about the heroes' powers, "magic" is an entirely legitimate and probable answer.

I don't remember any indications of this ability. I don't think so considering that he was under the assumption that Gohan was the strongest at the Tenkaichi Budokai. Goku and Vegeta clearly were.
